Call to the Public

After the pledge of allegiance, the Chairman will call on members of the public to speak on any
item or area of concern not listed on the agenda. Items presented during the Call to the Public
portion of the Agenda cannot be acted on by the Board of Supervisors. Individual Supervisors
may ask questions of the public, but are prohibited by the Open Meeting law from discussing or
considering the item among themselves until the item is officially placed on the Agenda.
Individuals are limited in their presentations.

Board of Supervisors Consent Agenda

All matters under Consent Agenda are considered by the Board of Supervisors to be routine and
will be enacted by a single motion. If discussion is desired on any particular consent item that
item will be removed from the consent agenda and will be considered separately.

4. Approve a purchase order for annual maintenance and support of Assessor
database provided by existing software, Tyler Technologies, in an amount not to
exceed $140,000. Assessor

5. Approve the designation of Michael Townsend as the Chief Fiscal Officer of
Coconino County with the authority to submit the Fiscal Year 2019 expenditure
limitations report to the auditor general, as required by ARS 41-1279(E). Board

6. Approve a settlement via stipulated judgment in Mortensen v. Coconino County
(ST2017-000086), with direction authorizing the County Attorney to sign and file
the proposed draft Stipulated Judgment with the Arizona Tax Court on the
County's behalf and, directing the Assessor and Treasurer to comply with the
terms of this judgment upon receipt of a copy signed by the Court. County

River Indian Community to the Forest Lakes Fire District in the amount of

11. Approve a Utility Easement for the Arizona Public Services Company (APS) on
Coconino County real property located at 4402 East Huntington Drive, Flagstaff,
AZ with Coconino County Assessor Parcel Number (APN) 113-26-003Y.

12. Approve an easement for Suddenlink fiber from the Amphitheater at Fort Tuthill
County Park terminus to Luke Air Force Base Recreation for exclusive use by

13. Approve the award of RFQ 2019-102, “Construction Manager at Risk (CMAR)
Pavement Preservation Projects Through 2023,” to C and E Paving & Grading

14. Approve an agreement with C and E Paving & Grading, LLC, for the “CMAR
Pavement Preservation Projects Through 2023”, with the total compensation of
$127,277.00 for the Phase One Pre-Construction Services for the five-year period.

17. Approve Intergovernmental Agreement (IGA) ADHS18-180470, Amendment #1,

County Public Health Services District, for the period of September 1, 2018 to
August 31, 2019 in the amount of $125,000, including a Budget Amendment.
$25,000 to provide prescription drug overdose prevention and develop an
